Beat the heavy cream and powdered sugar together until soft peaks form, then keep beating until you get a fluffy texture like pictured. Set this whipped cream aside.
Make sure the Cream Soda is well chilled before starting. Pour about 1 cup into a large pitcher or punch bowl.
Whisk in 5 Tablespoons of butterscotch topping and 2 Tablespoons of butter extract.
Once this is well mixed, gradually stir in the remaining Cream Soda.
Scoop the whipped cream on top in large dollops then drizzle on the butterscotch topping.
